Registering the overlooked through collaborative voter registration efforts
New Voter Initiative is an effort to find unregistered nonvoters and remove the barriers that prevent them from registering and voting. Through this program, we will engage millions of new voters in the 2026 elections and beyond.

The Challenge
Voting is the cornerstone of democracy, and voter registration is the first critical step in ensuring that every eligible citizen can participate in the electoral process. The 2020 election saw an unprecedented voter turnout, highlighting the power and importance of voter mobilization. However, as more citizens turn out to vote, the pool of unregistered voters shrinks, making it essential to focus on registering new voters.
Voter mobilization becomes increasingly challenging as voter turnout rises because the remaining unregistered voters are often harder to reach. Despite higher turnout, the overall number of registered voters has remained relatively static. To continue driving up turnout, it is crucial to expand the pool of registered voters.
The past several years have seen a sizable drop in civic engagement around voting, making these kinds of highly efficient programs all the more impactful.
Why aren't people registering to vote?
Many unregistered voters have never been asked to register or do not know how to register. Our research indicates that 62% of unregistered voters fall into this category. By identifying over 20 million potential voters, we focus on strategic efforts to reach voters who would otherwise be missed.
Our Strategic Approach to Voter Registration
Our approach involves identifying potential voters who are often overlooked by traditional registration drives. We use a multi-faceted strategy that includes sending pre-filled registration forms, making the process as easy as possible
for recipients. Each form comes with a pre-addressed, postage-paid envelope, ensuring that the only step left for the recipient is to sign and send it.
Our innovative tactics include leveraging data from a variety of sources such as public university enrollments, USPS change of address records, cosmetology school licenses, and new teacher certificates. This comprehensive
approach allows us to identify and reach potential voters who might otherwise be missed.
Additionally, we target new citizens, individuals who have
completed prison sentences, and other unique groups, ensuring that every eligible voter has the opportunity to register.
